CIO (Chief Information Officer) – New Finance Company (Dubai) | AED 110,000–120,000/month
A newly launched finance business in Dubai is building its technology function from the ground up and is hiring a CIO to lead the full technology agenda: strategy, architecture, delivery, security, and scale.
This is a high-impact, board-level role for someone who can build a modern, secure, regulator-ready tech estate and turn technology into a commercial advantage from day one.
What you’ll own
- Define and execute the end-to-end technology strategy aligned to business growth and product roadmap
- Build the core platform and operating model: architecture, infrastructure, data, integration, and delivery governance
- Lead cybersecurity, risk, and resilience (policies, controls, incident response, BCP/DR)
- Establish technology standards: SDLC, change management, vendor management, and service management
- Build and lead internal teams + partners (engineering, infrastructure, security, data, apps)
- Own budgets, vendor selection, contracts, and performance (cloud, core systems, fintech partners)
- Ensure regulatory readiness: auditability, data privacy, access controls, and reporting
- Create executive-level visibility through KPIs, dashboards, and clear delivery cadence
Skills
Desired skills (must-haves)
- Senior technology leadership experience as CIO/CTO/Head of Technology within finance or regulated environments
- Proven track record building or transforming technology in a high-growth business (greenfield strongly preferred)
- Strong knowledge of security and risk management in financial services (controls, governance, audit)
- Experience with cloud-first architectures and modern engineering practices
- Vendor and third-party management expertise (selection, negotiation, SLAs, delivery oversight)
- Strong stakeholder management at board/C-level; can translate tech into business outcomes
- Data-led leadership: clear metrics, prioritisation, and delivery discipline
Nice-to-haves
- Experience in UAE / GCC financial services and regulator engagement
- Exposure to digital banking, lending, payments, wealth, or capital markets platforms
- Experience implementing core finance platforms, CRM, ERP, and data/BI stack
- M&A / integration experience (if applicable to growth plan)
